Peter has been with the FBI since 1998. From 1998 to 2005, he worked at the FBI’s Washington field office in the areas of Cuban counterintelligence and counterespionage. Notably, he was the co-case agent on the Ana Belen Montes espionage investigation. Montes, who was a senior Cuba analyst at the Defense Intelligence Agency, was arrested on September 21, 2001 for being an agent of the Cuban Intelligence Service for 16 years. She is currently serving a 25-year prison sentence.
From 2005 to 2008, Peter was assigned to the FBI’s Baltimore division, where he worked a variety of counterintelligence issues. In 2008, Peter was promoted to serve as a program manager of economic espionage investigations. In 2010, he became unit chief of the counterespionage section's economic espionage unit and then chief of the espionage unit. Peter spent over two years assigned to the Office of the Director of National Intelligence as a senior advisor on homeland security and law enforcement for the Office of Partner Engagement. In 2015, he served as the chief of the active shooter unit then returned to the Washington field office to work on strategic partner programs. Prior to joining the FBI, Peter was a police officer in southeastern Pennsylvania.
